Does anyone know how to rebind keys in Windows XP? I'm a programmer who
uses Emacs, and to make my programming more efficient, I'd like to:

-Make my row of number keys insert their corresponding symbols --
!@#$%^&*() -- when pressed, and use the number pad at the side to
insert numbers instead.

-Get rid of my (useless) caps lock and Windows buttons, and make them
my Emacs "Hyper" and "Super" modifier keys.
From what I understand, Linux users have an .Xmodmap file that they can
use for this. I have been told that it's possible to remap keys on my
keyboard, but don't know how.

I'm using a Logitech USB keyboard/mouse, by the way.

Any ideas?

I'm forced to use Windows XP at work and I'm an emacs user. For me, I
only need to remap caps lock to be ctrl.

Anyhow, I use a freeware program called "trdkeys" that is from PC
Magazine. It's nothing more than a GUI that will modify some registry
settings but it works.

If you are a die-hard emacs user you might like to have emacs
key bindings in all of your windows apps. In that case you
should checkout XKeymacs:
